What the Tenant Fees Act 2019 says
Under the Tenant Fees Act 2019, landlords in England cannot require you to pay for
a professional clean as a blanket condition of your tenancy. They cannot add a
"professional cleaning fee" to your final bill just because you are leaving.
However, your tenancy agreement almost certainly says you must return the property
in the same condition as when you moved in, minus normal wear and tear. If the
